Rafael Badell Madrid began in the Public Law area since 1979, when he joined the Office of the Attorney General of the Republic, a body in which he held various positions until he became Director of State Counseling and, later, Director of
Contentious-Administrative Affairs.He has been Deputy Judge of the First Court of Contentious-Administrative. The
lawyer rapporteur of sentences of the Political-Administrative Chamber of the Supreme Court of Justice. Joint Judge of the Electoral Chamber of the Supreme Court of Justice. Joint Judge of the Constitutional Chamber of the Supreme Court of Justice from January 2001 to April 2005

Rafael Badell Madrid has dedicated himself with equal intensity both to professional practice in advice, opinions and litigation in the contentious-administrative jurisdiction, constitutional protection, class actions, administrative contracts, among others. In the same way, he has dedicated himself to the academic activity in which he began in 1982. In that sense, he is a professor of administrative law at the Andrés Bello Catholic University. He has been a professor of administrative law, by competition, at the Central University of Venezuela in undergraduate, graduate and
doctoral courses. He has been a professor of constitutional law and administrative law at the Monteavila University, in undergraduate and graduate courses. He is a lecturer in various forums related to public law, in Venezuela, Spain, United Kingdom, Colombia, Argentina, Uruguay and Mexico. He is the author of articles, studies,
magazines and books related to this area. In the academic year 1998-1999 Rafael
Badell Madrid held the Andrés Bello Chair at St. Anthony’s College of the University
of Oxford and in 2006 he was appointed Senior Associate Member of the
aforementioned University.
For his academic work and career in teaching, he has been awarded three times by
the Andrés Bello Catholic University (1996, 2006, 2013). He was appointed Visiting
Professor at the Universidad Externado de Colombia (1995). He received from the
Federation of the Bar Association of Venezuela the Arminio Borjas Order in his First
Class (2000). He was Extraordinary Visiting Professor at the Catholic University of
Salta, Argentina (2001). He was decorated by the Municipal Council of the Libertador
Municipality (2002), he also received the municipal decoration “Medal of Honor for
Municipal Merit”
, awarded by the Mayor’s Office of the Sucre District, Miranda State
(2003). He was also decorated by the Lara State Institute of Legal Studies (2003). He
was decorated by the University of Yacambú de Barquisimeto (2014), within the
framework of the Twenty-fifth anniversary of that University, where the XI
Jurisprudential Conference on Administrative Law was held in homage to Rafael
Badell Madrid. Also, he has been awarded by the Caracas Bar Association on two
occasions (2004 and 2015). On five occasions he has been awarded by the National
Academy of Medicine (2006, 2008, 2010, 2012, 2015). By the Carabobo State Bar
Association, he received the Order of Dr. José Montiel (2016)
